The objective of the project is to safeguard the Clock Tower building from further deterioration. The works will include re-roofing, repair/replacement of structural timbers, protection of vaulted ceiling and lath and plaster ceilings generally, essential repairs to walls and window surrounds including raking out and re-pointing and plastering in lime render.

The building is a three-storey, seventeen bay structure, built circa 1814 and designed as a penitentiary by Francis Johnston. It is one of the oldest surviving buildings on the Grangegorman Campus. It was extensively remodelled circa 1864 by Edward Carson. The surviving building is part of a much larger complex of buildings much of which was demolished in the latter part of the 20th Century. It is a good example of a public institutional building of its time.
